Handloom weaving, which is inexorably linked with the culture and tradition of the Assamese people, is the way of life in Assam every home hummed with the music of the loom. The Directorate of Handloom and Textiles,Assam Guwahaty- 5 has established the office of the Superintendant, handlom and textile, Morigaon in the Year of 1985-86 at Barnasatra, in the heart of the town.

The office of the Superintendant,Handloom and Textile is implementing ever since 1985-86 various schemes for promotion and development of Handloom sector and Co-operative sector in the district and has been providing assistance to poor weavers for the upliftment of their economic condition.


(A) State Level Scheme :
(i) Handloom Textile Centre :
The Directorate of Handloom and Textile ,Assam has established 4 Nos. of Handloom Training Centres in the District at the place of Oujari Nelie,Charaibahi and Kapahera for providing training facilities to the artisan weavers. These training centre are now providing training to 15 to 20 persons per year and has been paying stipend @ Rs.80/- per month of each trainees.
(ii) Weavers Extention Service Unit :
Under the agencies of the Directorate Handloom and textiles, Assam. 2 Weavers Extension Service Units at Morigaon and Barapujia and 1(one) sub- unit at Charaibahi has been established in the entire district. The poor weavers has been benefited by getting a constant earning from these units.
(iii) Grant-in-aid :
fly shuttle ,sley and accessories @ Rs.1500/-,yarn @ Rs.500/- workshed for G.I.Sheet @ Rs.3000/-has been distributed to the poor weavers as per approved beneficiaries list from the concerning body
(B) Central Sponsored Scheme :
(i) Health Pakage Scheme :
Maternity benefits to a weaver house hold for a lump sum grant of Rs.500/-per delivery twice in her life time, re-imbursement cost of testing of eyes and apacted @Rs.190/- per weaver. compensation for sterilization @Rs.100/- per weaver, re-imbursement for treatment of T.B./Asthomes @Rs.1500/-per weaver, are available under this scheme. Rs.13,300/-only received from the Directorate Handloom and Textiles,Assam,Guwaahty-5 against the health packge scheme for the year 1999-2000.
(ii) New India Insurance Scheme :
The Proposal of Insurance scheme has been submitted to the Directorate Handloom and Textiles, Assam,Guwahati-5 around 66 Nos. os weavers list for the said scheme.

The office of the Superintendent ,Handloom and Textiles ,Morigaon has registered 167 Nos. BOWA KATA SAMABAI SOCIETY Ltd. in the District.
(C) Centrally Sponsored Scheme Implementation through the BOWA KATA SOMITY Ltd. :
(i) Integrated Handloom Village Development project :
The Projects have been implemented by the Bhurbandha Bowa Kata Samabai Society Ltd. targetting 100 Nos. of below poverty line weaver. Now the Project is yet been completed.
(ii) Project Package Scheme :
the Project Package scheme has been sanctioned to the Jamadari Praagti Bowa Kata Samabai Society Ltd. with the 25 Nos. below poverty line weavers. The total project Cost of Rs.8.50 Lakhs Another project has been sanctioned by the ARTFED, Guwahati-1 to the Keraguri Project Package scheme,in the Morigaon district.
(iii) Handloom Development Centre :
Under this scheme, sanction has been given to 2 Nos. Bowa Kata Samabai Samity Ltd. (i) Rangadaria Bapuji B.K.S.S.Ltd.,(2) Matiparabt lalungaon B.K.S.S. Ltd.each of the society already received 4 lakhsas margin money But till this project is not yet been completed.
(iv) Workshed-cum-Housing Scheme :
The scheme has been already implemented in 3 Nos. Primary Coop.Society. each of the Society 15 Nos. workshed has been completed against the 15 Nos. poor weavers.
In the year of 1999-2000 15 Nos. workshed has been sanctioned from the Director Handloom and Textiles,Assam Guwahaty-5 but construction is not yet been started.
(v) Deen Dayal Hatkargha Protsohan Yojana :
The Scheme already prepared by the 8 Nos. primary coo.society Ltd.and the prepared proposal has been submitted to the Directorate Handloom and Textiles,Assam for implementation the Scheme.
