Secondary Education, Morigaon :

Departmental Information

The Secondary education consists of the following sectors :-

  1. Classes from V to X ( 6 Classes High Schools)
  2. Classes from VIII to X (3 classes High School)
  3. Also inclusion of +2 stage (Higher Secondary School)

Morigaon District has the below noted number of Secondary Schools :

Expansion of education facilities amongst the people of age grou from 11 to 16 Years ( Six Classes High Schools) and 14 to 16 years (3 Classes High Schools) is the prime motto of the Secondary Education During the last 3(three) Years, expansion of Secondary education in this district has been impacted by according permission to open Class VIII to the following numbers of Schols

Besides the expansion of educational facilities , Orientation Training Programme amongst the teachers in various subjects have also been organised to gear-up the educational machinary. During this year, two number of orientation programme have been organised in this district circle. One orientation proramme for 4 days in Social studies sponsored by the Board of Secondary Education, Assam and anouther orientation programmes for 4 days in English, Science, Mathamaties and Assamese have already been orgaised during the month of March, 2001 and June 2001 respectively.

Over and above under Decentralised Annual operational plan,during the year 2000-2001, the Inspector of Schools had received Rs.328.05 Lakhs towards development of the Secondary Education of this district Circle.

DISTRICT PRIMARY EDUCATION PROGRAMME

  1. AXOM SARBA SIKSHA ABHIJAN MISSION, MORIGAON

  2. DPEP IN MORIGAON

Morigaon district has been identified as one of the most backward district specially in respect of education, among other districts of the state. The district is comprised of hill area, reverine area, char area, etc. with a majority of SC, ST, & minority community people who are socially lagging behind in terms of economy, and education which badly affects the overall development of the people of those areas. Also the female literacy rate of the district as per 1991 census was 39.19% which is significantly low. So keeping all these in consideration, the District Primary Education Programme came in the district and started functioning from 22nd December'1994. The Assam Prathamik Siksha Achani Parishad acts as an autonomous and independent body for the implementation of the District Primary Education Programme. DPEP is a support system mechanism to the existing primary education system. The Parishad has been established to function as a social mission for bringing about a fundamental change in the basic education system, and through it, in the overall socio-cultural situation.

The basic objectives of the DPEP are :

  1. Universalisation of Elementary Education viewed as a composite program of (i) access to primary education for all children up to 14 years of age (ii) universal participation till they complete the elementary stage through formal or non-formal education program and (iii) universal achievements at least of minimum level of learning.
  2. Modification in the educational system to serve the objects of woman's equality and their empowerment.
  3. Making necessary intervention to provide equal educational opportunity to children belonging to the Scheduled Caste, Scheduled Tribes, Char areas, Tea Garden areas and the poorest section of the society.
  4. Laying special emphasis on all educational activities; culture and communications; science and inculcation of a sense of social justice.

Organizational Setup:
  1. District Project Office: It is staffed as per approved pattern of the DPEP and looks into the activities of different components in co ordination with the Educational functionaries for supervision and monitoring strategies regularly.
  2. Block Resource Centre: There are four educational blocks in the district, viz. i) Laharighat, ii) Mayong, iii) Bhurbandha, & iv) Kapili. And accordingly four Block Resource Centres were set up. The Block Resource Centre are a very active unit for the implementation of the various DPEP activities. The Co-ordinators were oriented at the state level and they have been participants in most of the state level workshops on Teachers Training conducted since June'95. Some of the prominent activities of the BRCC's are:
    • Regular monitoring of CRCs' by holding fortnightly meetings with CRC Co-ordinators,
    • Organising VEC forum meetings.
    • Organising Block level Education committee meetings.
    • Monitoring of Teaching Learning activities in school.
    • Conducting Teachers Training and other programme activities
    • Collecting feedback and disseminating information to other levels.
    • Developing academic inputs for schools and teachers.
  3. Cluster Resource Centre: Almost all the programmes at Cluster and Grass Root Level are organised and conducted by CRCs. They have been working as Resource Persons in almost all the training programmes, such as Teachers' Training, Training on preparation of Teaching Learning Materials & VEC Members Training. Being at grass root level, CRCs are the key functionaries for successful implementation of DPEP programmes.The CRCs have been empowered through vigorous training on Activity Based Teaching, MLL, Content Based Teaching, Multi-Grade Teaching, Teaching Learning Material Making, Training on Leadership Skill Development, Community Participation, Book Keeping, EMIS training., Action Research & Evaluation, besides special training on ECE & NFE. Selected CRCs have also been given exposure to new method and materials through organising visits outside the State.

To achieve the goal of the Universalisation of Elementary Education, keeping the above four aspects in mind the following activities were taken up under the specified components.

  1. Environment Building :
    The Community Participation is the Nodal Agency to ensure the community involvement in respect of ensuring the universal access, retention and quality improvement through environment building and awareness generation activities among the mass people. The strategies for Environment Building are awareness generation among women, teachers, students and the entire community using various mode of activities like Wall writing, Kalajatra, Sishumela, organising Enrolment Drive with a focus on deprived groups.
  2. Community Participation :
    The Community Participation Component is one of the most important components of the DPEP. It gives importance to the Girls Education & Women Empowerment, Health & Hygiene, Family Welfare, School readiness of Children duties and responsibilities of mother, neighborhood and convergence of village people with their local resource & problems. The Community Participation Component has already organised the orientation of VEC members, on Health Awareness Camp, Enrolment drive week, drop out prevention & empowerment of Village women. In the year 1998 House to House Survey work was done at the village level by the VEC member to identify the school going & non school going children & drop out rate, age group of ECE/ NFE & AS center goers.
  3. Non Formal Education:
    To facilitate the Primary Education among non- school going & drop out Children in the age- group of 9 to 14 years, NFE centres are opened in Tribal, Tea- Garden, Minority & backward areas. At present there are 163 Nos. of NFE centres in the district having 163 Nos. of Instructors and 26 Nos. of Supervisors. To educate the girl child in minority areas, 52 Nos. of Muktabs are also opened and trained 52 Nos. of Jonabs / Moulabies and provided TLM etc. for imparting the effective Primary Education.
  4. Alternative Schooling:
    This is a new idea which we have started already in school less villages for working children of urban/slum areas covering non-school going children of age group 6 to 14 years, age group. At present 214 Nos. of AS centres are there in the district having 214 nos. of Siksha Mitras and 6 nos. of Siksha Sarathies.
  5. Early Childhood Education :
    The main objectives for ECE are to make the Children of age group 3 to 5 for school readiness. The other objectives are the language development, good health and social habits, school-going habits, to check drop out rate, cognitive development, socio- emotional skills confidence to express themselves and encourage their creative instincts. At present 298 Nos. of ECE centres have 298 nos. of Malinies, 298 nos. of Sahamalinies and 30 nos. of Supervisor are functioning.
  6. Teachers Training :
    To achieve Universal Elementary Education (UEE), universal enrolment (UE) and to attain Minimum Level of Learning (MLL) by all children's, teachers training in some specific areas is a must. To improve the qualities of teaching of teachers, time to time motivation & In- Service training, have been arranged to help the teachers to improve their quality of teaching. The Teachers Training component have organised different trainings i.e. Joyful learning, MLL, Content based, Need-based, whole-school approach, activity based Child - centric, New text Book and Need based self- learning materials.
  7. Integrated Education (IEd) :
    Considering the need of Primary Education to the Physically handicapped, Mentally retarded Children, the Component of IEd have been started in the State of Assam in the month of Dec'98. A District Core Group was formed in the district, with some specialist specialized in the field of ENT/Ophthalmologist/ Orthopedics & special educator and DIET Lecturer etc.
  8. Girls' Education & Women Development :
    Morigaon is one of the district having a significantly low female literacy rate of 52.36% as per 2001 census. The Female Literacy is very low in flood affected, eroded Char area, Tribal Areas and the Tea Garden areas. The main objective of Women Development Programme is to bring social change among women folk and to achieve development in girls' education. Other objectives include upliftment of the status of girls' Education to develop economic status of women, awareness among villagers for implementation of universal girls' education and to impart knowledge on health, hygiene and sanitation, etc.
  9. Institutional Capacity Building (DIET) :
    The District Institute of Education and Training (DIET) was started in Morigaon in May'95. The faculty members are involved in various DPEP activities like Teachers Training, Awareness Campaign and Environment Building. DPEP, Morigaon is providing all the necessary support to the DIET : a) to empower the faculties/trainers of the institute, b) innovate new teaching method, c) practices and materials, d) facilitate and conduct teachers training, e) develop a methodology for evaluation, f) conduct Action Research, g) develop Teachers Hand Books, h) and supplementary reading materials, i) accelerate Academic Resource Group activities to monitor and assess the academic activities under DPEP, as per field level needs. The faculties also participate in the preparation of TLM for Primary schools, Material making workshop, Preparation of MLL based modules on Mathematics and Language, conduct a micro project on multigrade teaching, conducting, monitoring and supervision exercises in schools and take active role in the academic discussions in Academic Resource Group.
  10. Schooling facilities:
    In most of the schools in the district the availability of the basic schooling facilities are very poor. So, in view of the above, the DPEP has been providing Rs. 2000/- per school per year as infrastructure grant for 848 schools and an amount of Rs. 500/- per teacher has been provided for preparation of TLM on yearly basis. Also a one-time furniture grant @ Rs. 3000/- was given to all Primary Schools of the district.
  11. Action Research:
    To make the primary education a meaningful one through DPEP, the action research work were conducted confined in the primary education and school classroom. This district has submitted five nos. of Action Research work at the national workshop on Action Research held at Guwahati during the 1st week of Jan'99. Another three numbers have been submitted to the State office during the year 2000-2001, which has been accepted through sharing.
  12. Construction:
    The Civil construction component looks after the construction of existing school buildings, toilet (Girls' as well as common) and till date the construction of the Block Resource Center buildings and Cluster Resource Center buildings, one 7o bedded DIET hostel, one Urban Resource Center has been finished in addition to the construction of the selected school buildings as per need. Also repairing of the existing schools is conducted in the needy areas.
  13. Management Information System:
    The MIS section of the District Project Office is the monitoring cell of the overall project activities of the DPEP in the district. It collects information from different functionaries and analyse the raw data, compile and prepare report and submit to the state project office for further follow up action.
